Duties and Responsibilities:

As the Senior Network Specialist, you will directly support the Air Force Civil Engineer NexGen IT effort. In this role you will identify, assess, and develop detailed requirements for upgrading networked operating systems as well as re-architecting network environments in order to facilitate new requirements, technologies and growth. Plan and lead computer network initiatives. Research, evaluate, and recommend new computer application platforms and technologies. Analyze current products and recommend changes/upgrades to senior management. Collaborate with other technical staff and management in the testing of new software and network technologies. Utilize monitoring, performance analysis, network management, software and hardware equipment to troubleshoot and isolate problems, gauge network and application performance, and trace data and protocol activity. Maintain and coordinate the use of client's complex operating environments that consists of numerous computing platforms, operation systems and network topologies within the DoD DISA Defense Enterprise Computing Centers (DECC) and The USAF Electronics Systems Center (ESC), Capabilities Integration Environment (CIE).


Required Qualifications:

BACKGROUND
The USAO requires paralegal support services to include direct legal support, clerical and administrative support, and automated litigation assistance.

REQUIREMENTS

The Contractor shall provide paralegal support including, but not limited to, the following:

1. Conducts searches of a variety of law enforcement-related databases to determinate ultimate universe of historical criminal cases involving certain forensic evidence. Typical analysis will include:

a. review to determine whether evidence was used in a criminal case and, if so, identify case name and number;

b. review to determine if case resulted in a conviction; and

c. review to determine if a case resulting in conviction was disposed of via trial or plea.

2. Supports paralegal staff review and assessment of law enforcement agency and court case files.

3. Assists paralegal and AUSA staff in retrieving files from storage and logging and tracking such files.

4. Supports paralegal and AUSA staff in all efforts related to review and analysis of historical case evidence. Such support will include development of case and evidence summaries (including charts and other visual aids utilizing a wide range of software applications), and creation of written documents (employing proper formatting, spelling, punctuation, capitalization, and grammar).

5. Supports AUSA staff by serving as backup in the lead paralegals absence and assisting with

a. gathering materials to support drafting legislative history for various bills;

b. organizing files related to policy and legislative practice of USAO-DC;

c. conducting legal research and analysis on a variety of evidentiary issues;

d. creating exhibits in a variety of criminal cases;

e. notifying law enforcement officers of case conferences; and

f. creating training materials.

6. Performs other related duties as assigned.

QUALIFICATIONS
Requires paralegal certificate. An equivalent level of legal training may be substituted with the approval of the COR. At least two years of litigation paralegal experience required; trial experience very helpful. At least one year of experience in automated litigation support. Requires sound working knowledge of federal and state court system, legal research procedures, and legal research resources. Requires excellent written and oral communication skills and thorough knowledge of legal research tools such as LEXIS and Westlaw. Must have hands-on familiarity with a variety of computer applications, including word processing, databases (such as document review and file management systems), spreadsheets, imaging, and hardware systems. Role also requires hands-on familiarity with ESI tools and knowledge of e-discovery procedures and resources. Ability to consistently deliver highest quality work under extreme pressure will be very important.

Directly and indirectly support the Criminal and Civil divisions of the United States Attorney’s Office (USAO) by providing technical and analytical assistance.

Duties and Responsibilities:
- Performs a variety of automated support necessary to prepare, organize, index, develop, and manage exhibits, evidence and data relevant to cases presented before a jury, grand jury or in other legal proceedings.
- The work requires a specialized knowledge of the processes, procedures, and practices of automated litigation support activities in conjunction with knowledge of clerical and administrative office skills and an ability to apply these skills to increase the effectiveness of the unit.

-Works with Assistant United States Attorneys (AUSAs), investigators, federal agents and support staffs to recommend the most effective strategy to meet litigation needs. Develops alternative methods and encourages the use of automated support for trial preparation and presentation. Prepares exhibit images for particular uses (e.g. zooming in or highlighting a particular paragraph, or setting up two exhibits side by side on the screen). Develops simple graphic images/exhibits using standard off-the-shelf software packages. Advises attorneys on the effectiveness of certain exhibits or sequences of exhibits. Operates the presentation system in the courtroom. Digitizes audio and video clips and synchronizes clips with written transcripts.

-Identifies software packages such as: databases, spreadsheets and word processing applications based on the effectiveness of (1) presenting complex and voluminous evidence, (2) producing graphic demonstrative evidence, and (3) meeting individual user needs. Suggests and develops the most effective trial presentation.

-Assists and/or trains attorneys and legal support staff in organizing voluminous case information for efficient retrieval through automated means such as scanning, indexing and controlling of documents into a data base. Assures documents are organized for efficient automated storage and retrieval by preparing appropriate indices, defining data file search criteria and indexing/coding fields. Monitors the progress of computer data entry effort. Prepares computerized trial presentation programs.

-Performs work that involves communicating through visual means. Assure computers and information technology equipment is in place in courtrooms and grand jury sessions. Determines the placement and appearance of visual materials that will most effectively convey the information to the court, jury, and/or witnesses. Prepares photo boards, maps, charts and other demonstrative exhibits required for litigation.

-Maintains inventory and tracking for a variety of litigation support equipment, i.e. graphics, computer-based equipment, photographing devices, video and audio equipment, models and other items commonly used in trial preparation. Also maintains equipment to insure it is properly functioning. Trains users on equipment used in the facility. Directs purchase and repair of equipment. Recommends modifications and upgrades of services and equipment.

Required Qualifications:
-Computer Skills: Applicant must have the ability to use MS Word, MS Outlook, MS Excel, MS Access or other data bases, MS PowerPoint and Adobe Acrobat Professional in addition to the wide variety of ALS-and litigation-related software.

BACKGROUND

SCOPE OF WORK

(The Contractor= s experience should be such that the person has obtained progressively more responsibility throughout his or her legal career.) The Contractor shall be proficient in Microsoft Office software programs (i.e., Corel WordPerfect, MSWord, PowerPoint, Excel, and Outlook), including the WordPerfect Office Suite.

Summary of Duties: Develops and maintains interface software using a Government-off-the-shelf (GOTS) ETL tool called the Civil Engineering Data.

Duties and Responsibilities:

Framework (CEDF); interfaces will flow to/from the AF NexGen solution

Hands on developer (mostly SQL scripts with some WebServices) responsible for data analysis, creating data mappings, transformation scripts, data cleansing scripts, business rule logic, exception handling routines, and record formatting, etc.

May be asked to create detailed specifications for systems interfaces and ETL (Extract, Transform, Load) related design/development

Responsible for developing web services to exchange data both synchronously and asynchronously with a COTS based Facilities Management solution (IBM TRIRIGA)

Development will occur within CEDF, an Oracle-based GOTS ETL tool used to support AF NexGen Data Conversion and Interface development and execution.

Work with SMEs and business analysts to decompose requirements and complete designs, including data mapping, business rules, transformation rules, rejection criteria, data derivation rules, etc.

Develop software to satisfy requirements for inbound and outbound interfaces

Work with test team to help them interpret requirements and develop test scripts

Work with TRIRIGA developers on handoffs from CEDF to TRIRIGA data transformation objects (DTOs)

Support testing and the resolution of test defects

Maintain documentation to produce “as built” designs

Evaluate changes to TRIRIGA solution or external system to identify impacts to conversions, and adjust designs and software accordingly


Required Qualifications:

Experience developing Java Web Services using technologies such as J2EE, SOAP, REST/JSON, WSDL. JMS, JDBC, XML

Experience with common synchronous and asynchronous SOA messaging patterns

Extensive Experience with Relational databases such as Oracle 11i, 12

Ability to work under pressure when required to rapidly resolve issues

Experience with DoD/AF strongly preferred, especially in support of the civil engineering community

Experience with IBM TRIRIGA or IBM Maximo integrations is a strong plus

Active Secret Security Clearance
