The Mid-Level Forensics Analyst-Biometrics shall assist with the development of operations and systems architectures for Document and Media Exploitation (DOMEX) and Biometric Enabled Intelligence (BEI) as required. Coordinate with users and providers of DOMEX and biometric intelligence to maximize effective use of biometric and DOMEX data resulting with military plans, and BEI tactics, techniques, procedures (TTP), processes, programs, and policies. Advise and recommend strategic and operational policies for the use of biometrics and DOMEX in the AOR including biometric data exchange, requirement generation, system integration and interoperability, and maintain communication with all biometric and DOMEX stakeholders to include IKD staff sections, AFRICOM, HQDA, NGIC, Africa partner nations, and other Services and agencies. Advise and recommend standard operating procedures and tactics, techniques, and procedures for biometric and DOMEX users throughout the AOR. Provide insights and lessons learned on the potential use of biometric and DOMEX systems to support forensic exploitation.
Maintain visibility of issues or missions involving biometrics and DOMEX, and ensures an analysis of biometric and DOMEX requirements are included in the mission planning process.

Assist in tracking all operational and support activities to include identifying support and intelligence assets required for biometrics and DOMEX operations mission. Monitors equipment availability and provides Corps level support to biometrics systems in the AOR, including but not limited to BAT, HIIDE, BISA, DHDS, and MEDEX.

Coordinate with users and providers of biometric and DOMEX intelligence to maximize installation plans and coordinates systems upgrades, software releases, and systems modifications. Coordinates with component commands and provides guidance and assistance concerning intelligence collection and policies as they pertain to Captured Enemy Documents (CED) and other foreign documents of value. Effective use of biometric and DOMEX data in support of full-spectrum operations; designs and implements biometrics architectural baselines in tactical environments. Coordinate, monitor, and evaluate all DOMEX projects to assure compliance with all applicable directives, regulations, and statues as well as mission goals and objectives.
Monitor equipment availability and provide support to biometrics systems in the AOR, including BAT, HIIDE, and BISA.

Requirements:

Description:

The Mission Support Group of Leidos has openings for Senior Counter Narcotics Intelligence Analysts at Joint Intelligence Agency Taskforce West (JIATF-W) at Camp Smith, HI.

This position will provide support to the Illicit Tracking Cell (ITC), with a primary responsibility to support the command’s principal authority 10 U.S.C. 124 Detection and monitoring of aerial and maritime transit of illegal drugs. Additional support includes critical intelligence analysis for the counter narcotics mission in Asia by researching, interpreting, evaluating and integrating all-source information to assess the relevance and significance of developments in the assigned area. Will perform liaison functions with personnel in other intelligence agencies and commands (including law enforcement (LE) personnel) and participate in interagency / international meetings and conferences; provide analysis of OSINT, HUMINT, SIGINT to include interaction with national authorities, reporting entities, collectors, collection managers and operators at JIATF-W, national level, and the LE community; interface with partner nation counterparts through LE sponsors, counternarcotics intelligence, and law enforcement organizations; operate computer based analysis systems and tools and use a variety of analytical applications, computer systems, and software and ancillary equipment including basic DoD intelligence automated applications, tools and intelligence data bases. Position requirements may necessitate a deployment for up to 6 months per year.

Qualifications:

MINIMUM REQUIRED QUALIFICATIONS:
Bachelors degree and a minimum of six years of all-source and counter-narcotics intelligence analysis experience. Four years additional experience or equivalent formal military training can be substituted for the bachelor’s degree.
Must have a strong maritime analytical experience, ideally with regard to both commercial cargo containers and vessel monitoring.

Knowledge of or relatable experience using global cargo resources, databases, and analytic methodologies to derive suspect indicators of illicit cargo movements.

Have an understanding of precursor chemicals used in the production of methamphetamine and knowledge of commercial maritime industry and ability to detect and track maritime container shipments using government, commercial vendor, and commercial maritime shipping industry web sites.
Needs to be able to work independently and within a team, and needs to be personable and culturally aware/capable of working with host law enforcement agencies and host country nations to build trust and confidence.

Must possess a professional level of verbal and written communication skills in order to provide and present critical intelligence analysis to senior command representatives, have the ability to research and identify new sources of information and approaches to address drug and precursor chemical trafficking issues.

In addition, needs to have an advanced level of understanding of DoD collection management processes.

Possess an advanced level of understanding of DoD information classification procedures as well as a good understanding of physical security requirements for handling TS/SCI information. Be cognizant of foreign disclosure regulations and processes for sharing information with partner nations.

ADDITIONAL DESIRED QUALIFICATIONS:

Have practical experience providing intelligence support to Counterdrug (CD) Detection and Monitoring (D&M) operations air, surface, or other end-game tactical assets.

Language proficiency in any of the following languages: Thai, Indo Bahasa, Hindi, Tagalog, Japanese, Korean or Chinese Mandarin.

Are you a fully qualified All-Source or HUMINT Intelligence Analyst with at least 4 years of experience?

If so then there is a new contract that needs you: CIAT, USFOR, Afghanistan

CIAT, aka Combat Intelligence Augmentation Teams, will staff teams throughout Afghanistan to directly support warfighters. This is the opportunity to work side-by-side with tactical and USFOR Army, Marine and COIN/CT professionals.

Mission: Perform analysis in small mission-focused teams that puts you in direct support to the warfighter for targetting threats and enabling USFOR to engage those threats.
